Venice was originally founded by a group of Italians that fled to the island to save themselves from Attila the Hun in the 4th century A.D. The settlers stayed and soon built a city on the reinforced islands using stilts and pumping out additional water form the islands.
\n
\n2. Venice is currently sinking into the ocean at the rate of half and inch a year. This may not seem like a big deal but much of the city is only a few inches above sea level right now. Due to companies pumpig out additional water from underneath the city in the 1970's, the city was sinking at the rate of a foot every decade. Venice is currently building a series of floodgates around the city that will rise when the tide exceeds one meter above high tide.
\n
\n3. We can use this technology to help us control the flooding in the Louisiana delta. When hurricane Katrina destroyed many dikes in the New Orleans area in 2005, the city flooded and left thousands homeless. With this technology we might have a second chance to stop terrible flooding like this from happening ever again.

The other problem is that there is alot of money that they have to put into this and they may not have the money. The dam is how they are trying to overcome the problems of the city.
